NewTimes.ru: Slaves of a Special Police Unit



Newtimes.ru: There is an off-optimum situation in a Special Police Unit (SPU) of the Ministry of Interior Department in Moscow City. A revolt is impending in the unit, which main responsibility is to control mass riots. Revelatory letters have already come to the Presidential Administration and General Prosecutor Office. The second battalion soldiers visited editorial office and told about corruption in police authorities and their business called “public security” as well as how they break up “marches of inconsistent people”.

The SPU soldiers are not going to keep silence any longer. There is their story reported to “The New Times”:

"We don’t need Moscow residents, as they ask too many questions. We need nonresidents, loyal and dull".

Special Police Unit (SPU) was established for dangerous assignments in urban conditions, for seizure and liquidation of extremely dangerous criminals. But criminals’ seizure operations passed away with the 90th years. Prior responsibilities of the soldiers have been changed. How? There are some examples. At the end of last year, Dmitry Medvedev decided to provide an unofficial lunch for a high level guest in a restaurant near the local central department store. That lunch made us working four days at the restaurant. The SPU posted downstairs and Federal Security Service (FSS) - on the roof. The lunch was shown on TV, except our four “Ural” vehicles parked nearby. That time we cursed that lunch. But the President was glad. We saw him close like this wall. We stood on other side of the road. But VIP’s visits operations are yet not often. Three our details work permanently at the Kremlin, one – on the square at Moscow mayor office on 13, Tverskaja Street. One detail is always on stand-by for emergency. One patrol team is on duty on Manezh Square. If a person violated some rule, committed minor hooliganism or crime, he should have been detained and delivered to the local Ministry of Interior Department for procedure. But if a person did nothing, what would be the procedure? But one soldier must detain three persons during his shift! If there are no detainees, one must make false but good looking report to the Ministry of Interior Department. As a result, many homeless persons are detained for minor hooliganism in the Ministry of Interior Department around 12 times a week. No word promising to cancel statistic system of “figures” changes the situation. In 2008, Moscow SPU allegedly detained and fined about 40 thousand persons. This is a population of small provincial town! In the beginning of 2009, during a selection meeting they instructed us: “This year you must to process not less then 40 thousand persons”. In 10 years, we will process half Moscow! If one doesn’t fulfill the plan, refuses to falsify statistics, he loses part of his salary. Our battalion commander Colonel of Police Sergey Yevtikov says: “If you don’t detain, you will not receive full salary”. The SPU soldier’s salary is 15–16 thousand rubles, plus additional payment of 10 thousand rubles from Moscow Mayor. And just this additional payment is not paid. 26 thousand rubles is pretty good money for nonresidents, except Moscow residents, which are very little in the unit. Yet in 2005, Colonel of Police Yevtikov said: “Wee don’t need Moscow residents, as they ask too many questions. We need nonresidents, loyal and dull". Nonresidents are more dutiful; they live in dormitory, so depend on chiefs and will never ask extra questions.

"Mikhail, you are next!" - Details of apprehension of Grigory Chekalin

The team of dymovskiy.name has learned details of apprehension of Grigory Chekalin, the former deputy prosecutor of the city of Ukhta which took place in Moscow this afternoon. A week ago, the interrogator of Chekalin case Valery Zakharov invited Grigory for familiarization with materials of the case. Due to the fact that Grigory was going for a business trip to Rostov-on-Don he notified Zakharov of it and Zakharov agreed to postpone the visit to prosecutor's office for a week.

The invitation was extended as "Well, we are not going to arrest you, there is nothing to arrest you for, all the things you say are right. In brief, just come here, we will exhibit the charge and you will get familiar with the case as well".

Today, on Monday, February 1st, 2010 Chekalin and Yevseyev arrived at the prosecutor's office, and while Mikhail was parking the car, Chekalin called him on mobile saying "Take the documents, they are arresting me". No answer was given at that moment to questions regarding the reasons of arrest neither by prosecutor's office officers nor by Grigoryeh himself.

Grigory Chekalin, the Ex Deputy Procesuting attorney was arrested in Moscow

Due to 'Komi Inform' agency information, Grigory Chekalin, the Ex Deputy Procesuting attorney was arrested in Moscow.

The criminal case was issued based on part 2 chapter 307 of Criminal code (false evidence, concerning the criminal charge of third person in performing the crime imputation'). Juridical scrutiny version Grigory Chekalin gave a false evidence on the first chambers with accused in setting the 'Passage' on fire, Anton Korostelev and Alexey Pulyanin. Despite, due to information from investigative authorities, they got the proof that Grigory Chekalin knew Machmudov brothers who were accused in managing to setting the 'passage' on fire.

K2News: A picket for freedom of word and in support of Dymovskiy took place in Vladivostok City

K2News reported from the scene: About 20 activists of the Association of Initiative Russian Citizens (AIRC) and supporters of the Communist Party of Russian Federation (CPRF) conducted a picket on Vladivostok City central square in the framework of the All-Russian action in support of the Constitution Article 31, which guarantees freedom of peaceful gatherings, meetings, marches and demonstrations.

The picket participants expressed support of Major of police Dymovskiy, which, on their opinion, was wrongly dismissed from the Ministry of Interior and arrested for free open criticism of police system.

“We think that our state made one more step to a totalitarian state as social outcast, when arrested Dymovskiy. The freedom of word is inseparably linked with economy. Totalitarian states are always poor. We don’t want a hungry and slavery future, that’s why we protested”, - claimed one of the picket organizers named Artem Samsonov.

The action was under the slogans: “For freedom of word! For freedom after word! For freedom of Dymovskiy! For Article 31 of the Constitution! We are against the Kremlin!” One of the posters, which stated: “Russia without Medvedev, Russia without Putin”, provoked a special interest of Primorskiy regional administration. The authorities didn’t like this poster, where the highest state leaders’ faces were crossed out with red color.

“We recommend you to remove this poster”, - requested a representative of the regional administration, while appealing to the picket organizers. At the same time, he didn’t protest against the slogan text unlike the red crosses on Medvedev and Putin photographic faces. “Why do you do this? If you are against, don't vote for them during elections”, - added the representative.

The local police also approached the picket members. But when clarified that the picket was duly authorized, the police retreated. The action took an hour without any incident.
