Our views do not always match those of Dymovsky but we wholeheartedly second his call to stop keeping silent about what is going on in Russia. The time is well overdue to save our country.

Things cannot change overnight. Our current goal is to provide news coverage for those who fearlessly challenge the regime and its thriving culture of kickbacks and corruption. Appeal of Alexander Simon, chief editor of the "Evening Yaroslavl" newspaper

Greetings, respected Dmitry Anatolievich! [Medvedev]

My name is Alexander Simon, I'm the chief editor of the "Evening Yaroslavl" newspaper.

With great interest did I listen to your speech addressing the Federal Convention, especially I was impressed by the first part where you say that corruption problem in Russia cannot be solved simply by plantings. [Note of the translator: the word "planting" which you would use e.g. for "Planting potatoes" is here used in the sense of "jailing"]. I wholeheartedly agree with this, the problem cannot be solved merely by plantings; it's difficult to speak for all of Russia, but if we take Yaroslavl, it's quite a typical Russian city, nothing extraordinary here, and so the main tune in the city orchestra belongs to the crooks. embezzlers and bandits of all kinds; very remarkable uniformity here is that you take any one crook or thief - it will be the member of "United Russia" party.

Government contracts are monstrously and shamelessly embezzled, the road constructors were brought here from Tjumen, and now they toss the asphalt into puddles, the asphalt sinks in the holes and goes to smithereens together with the federal money reduced in half.

An illegal Cathedral is being constructed contrary to the will of the deceased Patriarch Alexei II, all the old historic places are overbuilt with ugly "new fashion" commercial buildings. The "gift" from the former president is being built on a site where concentrations of many dangerous chemicals surpass all imaginable levels above safety. Quite a wonderful "gift" for the 1000-year anniversary of Yaroslavl!

People who are close to the Governor had practically privatized the Sotj river, so now citizens who used this area for recreation and fishing, are deprived of their customary receation place.

Mr. Volonchunas, Mayor of Yaroslavl, crashed a private citizen with his SUV, refused to pass the alcohol test, meaning that he was certainly drunken. Today everybody in the city knows that the city is governed by a murderer, who was protected by his subordinate bureaucracy from the just punishment. The slain man was just a simple employee in a cattle-growing farm, so does it change the essense of the crime?

Yaroslavl runs the risk of coming to its 1000-year anniversary in ruins and incompleted constructions. Since you happen to be the Head of the Comittee for Preparation of the Anniversary, here I come forward with 2 requests: 1) While it is not too late, don't allow the city to run into a world-wide shame, cancel the celebration, you have both the valid pretext and serious reasons to do so - Yaroslavl WAS NOT founded in 1010! 2) Don't allow Volonchunas to be present at city's festivities, don't allow him to bring sorrow and scorn to our souls!

Now again about corruption - in more detail... I started fighting corruption even before you issued your appeal and called for a national anti-corruption program. At that time, being an elected member of municipal council, I tried to prevent the embezzlement of several hundred million roubles. My attempt resulted in a criminal conviction of myself for calumnies. I don't ask you to consider this as complaints of somebody unjustly convicted - on the contrary, I regard my conviction in this case as an award to the title of Hero of Russian Federation. Later on the City Attorney Mr. Zelepugin opened a criminal case based on the results of my investigation. However, he was quickly silenced by couple dozen apartments for his employees, and finally he allowed all the case to sink into the sand.

Now I am under court proceedings, again accused of calumnies, now against Zelepugin himself. That one was finally chased out of Attorney's office, but before that, being still in the position of City Attorney, decided to open a criminal case against me, because I published about 1% of what was unearthed later during the probe conducted by the Attorney General's Office. This very Zelepugin commenced his activities in Yaroslavl by importing from Saratov lots of his trusted people, for whom the name "thugs" seems very mild. He brought into the positions of police and Attorney's investigators lots of people who had nothing to do with these qualifications. The activities of these people were such that a good part of them were jailed and got conviction terms, the other part ran away like cockroaches, so that we don't know now where they are. As about Zelepugin himself, he caused enough shame to the reputation of City Attorney's office, but finally had quietly landed into the armchair of Justice Supervisor in Penza, he does not come to the Court and ignores all notices sent to him. The most interesting confession, however, was made by the detective who investigated the accusations of calumnies. It turns out that opening the criminal case and formally accusing me, the investigators merely want to find out, whether there was ANY CRMINAL CONTENT in my deeds? This is their level of Law qualification, you are a lawyer yourself, I hope you understand me...

Respected Dmitry Anatolievich! In your speech you have once again put it forth that you are the guarant of the Constitution of the Russian Federation. It must be obvious that this same Constitution recommends - even requires - from all official public employees that they must obey to the laws of Russian Federation. During the recent elections to the local governments our Governor Vokhurkov (obviously being motivated by the perspective to be fired from his lucrative position) openly and shamelessly promoted the candidates of the party which has the insolence to say now that all other parties have simply done a lousy job working for the "result". Our previous Governor Anatoly Lisitsin was not an angel by any count, but he never had descended to such dirty tricks and shamelessness.

Maybe this is why Lisitsin lost his position, because "United Russia" never had any measurable popularity in our region, and recent sudden explosion of electoral "sympathy" towards it cannot be attributed to anything except the so-called "administrative resource" and total over the board falsification. Respected Dmitry Anatolievich, I remember your warning about the inevitable punishment for those ones who will try to shake the situation and destabilize the system, so please don't consider this publication to be an attempt in this direction. Still let's decide what do we want to do - fight corruption or preserve stability at any cost? You spoke about corruption insistently for a very long time - so which options are there for an ordinary Russian citizen (except the famous Russian patience and perseverance)? This person is defenseless when humiliated by any petty official, humiliated by the "law enforcement" machine, about corruption there you did speak separately in detail. Will it come finally to the pitchfork and axe? God save us all from "senseless and merciless" Russian Mutiny...

Now returning to the question of "plantings" which we hope to use in order to fight corruption, I would rather note that in Russia it is now hopelessly late for plantings, so the solution of problems probably will be found along the way of "choppings".

The "Cloudy Time" in 1612 ended with a military march from Yaroslavl to Moscow, so then Yaroslavl became the savior of Russia. Maybe time has come to repay the debts to my city and return the favor and service once rendered to Russia? The city needs help to be purged from thugs who rule and ransack the city shamelessly, violently and lawlessly.

Let God give you persistence, strength and ultimate successes in all your enterprises and initiatives. Thank you!
