The appeal of former deputy prosecutor Grigory Chekalin

I appeal to you as to protector of our Constitution, as to protector of basic human and civil rights. Indeed, my appeal to you is not connected with those appeals, which were recently published in the Web by major Dymovskiy, major Evseev.

I had appealed to You by in written form, I had written to Committee of inquiry of Russian Federation, I had written appeal to Prosecutor General.

Let me introduce myself. I had worked as vice-prosecutor of Ukhta city, and had dismissed in 2008 so to say “by my own will”, which, frankly speaking, was not so.

My appeal is connected with that terrifying situation in Komi Republic, Russia, and touches one well known criminal case – arson of Trade Centre “Passazjh”, which took place in 2005. This case had caused great stir in press, and, one of the scandals, connected with that case, was about my statement in court as a witness. Then, in 2007, then I was vice-prosecutor yet, I had given testimony about those people, detained in custody, was INNOCENT, and materials against them were FALSIFIED. At that moment, I had known, that after such statement, they would make it impossible to me to resume my work in Prosecutor office, because of corporate rules and interests of Prosecutor office in whole Russia, with which I had not agreed.

Current circumstances make me appeal to You herein, because my former appeals had no effect, including appeals to Your administration.

The matter is, that now Supreme Court of Russia Federation HAVE APPROVED verdict of Supreme Court of Komi Republic, by which two young man – 21 and 22 years old - had been sentenced to imprisonment FOR LIFE.

As I had said earlier, I assure You, that those people IS INNOCENT and materials against them was FALSIFIED.

3rd of September, 2009 together with Human rights organizations and major Evseev, who already published his statement in Internet, we had carried out press conference in Independent Press Centre, there major Dymovskiy had ran his own press conference later.

Major Evseev, as former policeman from Komi Republic, made the same statement that I did – about falsification of materials of this case. He had provided all documents, which had proved his statement. I had written application to institute criminal proceedings against those, who is guilty in falsification.

Strange as it may seem, that my application was redirected to Komi Republic, to the very same people, who personally had carried out that falsification! What result could be reached by that way?

You should understand, that this situation may only be solved by President of our country. Closure of law-enforcement agencies, of Prosecutor office and other, and their corporate rules and interests, which they pursue, are preventing their members – policemen and other – from saying a truth about themselves or about their colleagues.

Such closure and it’s effects are obvious. So, known reform of that institutions must be carried out systematically, and not from grass-roots, but from above.

I want to say, that guilty verdict MUST NOT be made on FALSIFIED materials. I want to say, that those people, who falsified materials of this case MUST NOT resume their work in law-enforcement agencies. I beg You solve this terrifying situation. I am certain, that other my appeals had not reached You.

I have answer from administration of President of Russian Federation, signed by counsellor of department of written appeals Degtyarevoy – here it is- that my appeal had been redirected to Committee of enquiry of Russian Federation, by which it had been redirected once again to the Komi Republic to the very same officials, who had falsified materials on this case and against which proceedings should be instituted.

You should understand, that if all this would be unsolved and would be leaved as it is – it will get worse.

This video appeal, which will be uploaded to YouTube, is not the same as other appeals is. Because as for now, it is the one way to bring this information to You as well as to whole society, which had payed attention to other appeals.

It appears, as if I am the first of former official from Prosecutor office, who have said such things. But I am ready to provide documents not only on this case, but on the whole situation in law-enforecement agencies of Komi Republic. My words also could be confirmed not only by former officials, which were illegally fired due to their attempt to have their own opinion on this case and were not agreed with other corrupted officials. I am ready to provide all necessary materials, all documents, all information!

I am simply want to be heard. Heard by You, heard by society. Don’t You leave it all as it is! It will make no good. It is possible to shut up my voice, major Evseev, anybody. But in the end it will cause a very bad consequences.

I am in Moscow now. I can not live in Komi Republic, because there illegal measures obviously would be carried out on me. I know, that after this appeals proceedings against me will be instituted on false evidence on this case. And I will be forced to prove my innocence, but I want lots of attention to be payed to it.

Thank You. Certainly, this would be not my first and not last appeal to You. More press-conferences are to be organized, on which I am ready to prove my statement on this case.
