This web site is not Alexey Dymovsky’s home page nor does it belong to him. In fact, Dymosvky no longer belongs to himself. He belongs to the people who trust him and have faith in our country, the country which we OURSELVES can make a better place to live. Our views do not always match those of Dymovsky but we wholeheartedly second his call to stop keeping silent about what is going on in Russia. The time is well overdue to save our country.
Things cannot change overnight. Our current goal is to provide news coverage for those who fearlessly challenge the regime and its thriving culture of kickbacks and corruption. This project is also aimed at connecting individuals of different backgrounds, political views, and religious faiths, those who think that the future of our country is THEIR business.

I am a local police officer of Internal Affairs Department No.4, major Alexey Mumolin, from Avtozavodskiy district of the town of Togliatti. I’d like to address this declaration to major Alexey Dymovskiy whom I completely support and totally agree with. I express my enormous gratitude to him for his courage as he dared to appear with these offers which came up to him in the course of his service. I completely agree with him and I’d also like to express my discontent with the lawlessness on the part of direction. Any local policeman working on the site knows how hard or simply impossible it is to perform the work which is imposed on local policemen. Each service is engaged in its direction and works in one field, so why do they load so much work on local policemen? A local policeman actually does not happen to be on site, he is busy with the bumf and overwhelmed by paper work from all quarters. Here, I’ve made up a short list of what we should do within a month. Why have I acted in support of Alexey?
Because I am already tired of this lawlessness. For 13 years I’ve worked as a local policeman, for 13 years I’ve performed this senseless, absurd paper work and it is simply despair that made me address you via video hoping for the support of human rights organizations, so that they pay attention to militia’s work internal structure.
For example, here is an approximate working plan of a local policeman for a month. During a month a local policeman should be granted eight days off, which we don’t have at all. On these days off we are sent for, we have to set out on incidents, on crimes, which is connected with our work, despite the time for all the rest. Let’s take infringement notices for example, we are to make a minimum of 15 administrative offence reports, no matter to whom, on what occasion, you may take them from where you like, but you must bring 15 notices to the department and make a report. Further on, in the course of our work there are gathering of data, a “check-mark” system, a plan. By any means I must fulfill the plan: I must prepare 3 criminal proceedings against our citizens, residents of Togliatti who have quarreled with their wife or have said a couple of words there, I must overblow such a proceeding of this situation, frame up such data which should go to court. That means he must have threatened his wife, he must have beaten her, offended her. I should present these documents, no matter by what means. If I have not done it within 22 days all my work is considered unsatisfactory, no matter what I undertake further, how many persons I have attended, how many brothels I have checked up – nobody cares, nobody is interested, I must do the 119, 130, 116 by any means. For a local policeman it is simply intolerable to suffer all this, to do this monkey business.
Why should I launch senseless criminal cases against citizens of our country, Russia? And try them? I should talk to them, I should set them on the right path, explain it to them. My task is to take preventive measures against crimes, to prevent a crime beforehand, but my direction pushes me to provoke, so that there would be a criminal case, that he namely hits her. And we need to excel, to exercise our wit so that the person signs these papers that yes, he threatened, he was drunk and so forth. So, 15 infringement notices, 3 criminal cases, various happenings, we go to football (matches), we keep vigil at different clubs, events.
Also, according to the script #900 we are not obliged to be on duty in the police station’s front office but minimum two times a month we stay in the front office and we perform the job of hearing inspectors. At this time the quarter is empty, there is nobody in the quarter, there is nobody to go to a definite address to help people. Here I have gathered approximately 19 points which we should carry out within a month, we must do it. In the headquarters they are simply making cattle of the local policemen, the direction doesn’t pay any attention to (our) needs. We have no time for work. There’s a lack of local police officers in the quarters, no local policemen, our cells are marked by the people who don’t exist, there’s a cell where you see an absolutely different person from another service, he’s taking our cell, himself working now in crime detection, then in secretariat. No attention is paid to local policemen. The system itself is rotten from inside, as Alexey Dymovskiy says.
Everybody understands that. Why doesn’t anybody take any measures, any decisions which could favour individuals? We should work for the individuals instead of working for our direction. Here, following the results of 9-months work, my work in October is considered unsatisfactory. Chief of the Public Security Police #4 of the Ministry of Internal Affairs major Uzhov, also a former local policeman, knows all the work from inside perfectly, knows the system. However he considered my work unsatisfactory though I have reported completely and have carried out all the tasks which were necessary in the course of my work, but due to the fact that I have not pursued the scheme, have not managed this “check mark” system in full. Though I had the criminal cases which I really could gather, which I have gathered and they came to trial and those were real facts, without any forgeries and the like.
