My name is Konygin Igor Nikolaevich.

At the time I served as Deputy Manager of Logistics Department of Internal Affairs Directorate in Sverdlovsk area, in the rank of a Lieutenant Colonel on a routine duty.

I would like to support Major Dymovskiy revealing that things are not going all well in our Ministry of Internal Affairs and refer to commonly spread corruption, infractions of the law, embezzlement, abuse of office.

To proof my statement, I would like to reference a court decision ruled by judge Morozova, city of Yekaterinburg and addressed to the Minister of Interior Nurgaliev.

This particular ruling was issued to the Minister of Interior Nurgiliev. The scale and intensity of defalcation of public funds in Internal Affairs Directorate in Sverdlovsk area are appalling. Power abuse stemmed from improper performance of official duties within the office of Internal Affairs Directorate in Sverdlovsk area and created the illusion of all-permissiveness and impunity.

3 years passed and no fundamental managerial activity appraisal has been given to performance of Internal Affairs Directorate in Sverdlovsk area or numerous facts of embezzlement and malpractice in their financial and economic activity, in spite of confirmed audit findings. Responsible parties have not been forced to compensate for material damages.

Another officer of Procurement and Logictics Department of Internal Affairs Directorate in Sverdlovsk area Tatyana Anatolyevna Domracheva has recently publicly addressed President of the Russian Federation and Defence Minister on the same subject reporting infractions of the law within her Department. She spoke particulary about certain commercial company called Uralmashstroy occupying premises of Directorate and paying rent to some MVD Veteran Foundation instead of Directorate. I shall explain the background of the company Uralmashstroy. This company has built a private cottage for Grossmann Sergey Leonidovich, when he was managing named Procurement and Logictics Department, and was winning major construction tenders announced by Directorate. Money circulating in the company was laundered through Foundation «Combatting Crime». Grossmann is no longer managing Procurement and Logictics Department, he is the founder of the company Uralmashstroy! Foundation «Combatting Crime» does not exist any more but it has been replaced by MVD Veteran Foundation to follow once established money laundering scheme. No wonder Uralmashstroy keeps winning most of construction tenders and we can give a pretty good guess about underlying of these victories.

I am convinced these scandalous facts need to be investigated and evaluated yet there is still no responce or reaction nor from Office of Public Prosecutor neither Ministry of Interior.

For instance, Internal Affairs Directorate in Sverdlovsk area buys special accessories like tickets of motor vehicle examination and vehicle numberplates at a twice the market value for further re-sale to local car owners by the Road Traffic Safety Authority. Local taxpayers end up overpaying 100 000 000 roubles yearly. I think this needs to be evaluated.

Another interesting fact has not been investigated and reviewed. At the time a Moscow based company Variant presented printing machinery equipment to the Internal Affairs Directorate in Sverdlovsk area. However lump of 5 400 000 roubles has been transferred to Variant as per a misterious rent agreement emerged a month later after the gift was made. I would like to ask Office of Public Prosecutor to investigate the payment reason. Parties were unable to explain payment in court.

Another case of malpractice needs to be scrutinized – construction of an Entertainment and Holiday Center in Pulnikovo village for employees of Internal Affairs Directorate in Sverdlovsk area, using funds designated for construction of a police station, with 5 300 000 million roubles spent instead of estimated 700 000 roubles.

At the time, back in 2003 and 2004, I appealed to the Ministry of Internal Affairs, Federal Security Agency, Office of Public Prosecutor, President of Police Malpractice Investigation Unit within Procurement and Logictics Department of Internal Affairs Directorate in Sverdlovsk area. In responce a prosecution has been instituted towards me and I was discredited and dismissed from the service. Allthough I managed to restore my good name in court, I was arrested and taken to a police detention center on a 7th day following the court decision, sentenced to 4 years 10 months and released after 3 years. Later investigations failed to find any facts of embezzlement in my service in Internal Affairs Directorate in Sverdlovsk area. Numerous inquiries from Judge Kavelina of Voskresensky court and Judge Kozlova of Chkalovsk court addressed to the Finance Ministry, Ministry of Internal Affairs, Tax Inspectorate office proved my innocence but my charges were not dropped.

I am appealing to the public and responsible officials to seriously review and scritinize facts presented in statements from Dymovskiy and Domracheva to put an end to all-permissiveness and impunity in the system of Ministry of Internal Affairs.
